Popads have a got paying rate for all 3 tiers:
The minimum for tier 1 is $0.03 per popup
The minimum for tier 2 is $0.02 per popup
The minimum for tier 3 is $0.01 per popup
Thee minimum payout is 5$ and they are paying to Paypal up to 48 hours from your payout request.
